Regional Centre on Small
Arms
is an institutional
framework arising from Nairobi Declaration
to coordinate the joint effort by National
Focal Points in Member States to prevent,
combat and eradicate stockpiling and illicit
trafficking in small arms and light weapons
in the Great Lakes Region and Horn of
Africa.
Nairobi Declaration
on the Problem of Illicit Small Arms and
Light Weapons in the Great Lakes Region
and the Horn of Africa was signed on the
15th March 2000 by the Ministers of Foreign
Affairs and / or Representatives of the
Governments of Burundi, DRC, Djibouti,
Ethiopia Eritrea, Kenya, Rwanda, Sudan,
Tanzania and Uganda

Core Business of Regional Centre on Small Arms
|
|
The core business of Regional Centre on Small Arms is to coordinate the joint effort by National Focal Points in Member States to prevent, combat and eradicate stockpiling and illicit trafficking in small arms and light weapons, ammunition and related material in the Great lakes and Horn of Africa. National Focal Points thus took responsibility for National Action Plans to contain the menace and its consequences.

Main Objectives of the Nairobi Initiative
|
|
To provide a comprehensive framework to combat the easy availability of Illicit Arms and Light Weapons, which contribute to prolonged conflicts, political instability and armed crime in the Region;
|
|
|
|
To pursue peaceful resolution to conflicts in the Region;
|
|
To encourage a concrete and coordinated Agenda for Action to promote human security by ensuring that the States Parties to the Declaration put in place adequate laws, regulations and administrative procedure to exercise effective control over the possession and transfer of
SALW;
|
|
|
|
To urge the source countries of these arms to ensure effective control on the manufacturers, traders, brokers, financiers and transporters through licensing.
|
|
|
|

|
Goal and objectives for the implementation of the Declaration
To combat the problem of illicit proliferation and trafficking of small arms and light weapons in the Great Lakes Region and the Horn of Africa by implementing the Nairobi Declaration, and thereby enhancing the prospects for sustainable development in the region.

Objectives:

To support and coordinate action to combat small arms proliferation and Implement the Nairobi
Declaration.
|
|
|
|
To coordinate national inter-agency action to combat small arms proliferation and implement the Nairobi Declaration.
|
|
|
|
To build the capacity of Police and law enforcement Officers to implement controls to combat small arms proliferation and implement the Nairobi Declaration.
|
|
|
|
To develop partnerships between governments, civil society and donor agencies to combat small arms proliferation and implement the Nairobi Declaration.
|
|
|
|
To raise public awareness of the problem of small arms proliferation and the need to implement the Nairobi Declaration.

|
|
Target Groups
|
|
The main beneficiaries will be the citizens of the sub-region who are currently most affected by the crime, conflict and instability caused by the uncontrolled proliferation of small arms. However, other direct participants will be the senior government officials and parliamentarians in the countries of states parties signatories to the Nairobi Declaration including the National Focal Points members, Ministers, Permanent Secretaries, Security Agency Chiefs and the Law Enforcement Officers, the International Agencies and regional inter- governmental organizations such as the African Union,
IGAD, EAC and EAPCCO, Ambassadors and members of the Diplomatic Corps. . Also, the Civil society representatives including NGOs, Religious organizations, academics, journalists, private sector organizations, and all other stakeholders in the region with a role to play in tackling small arms
