The Year 2010 marks the 10th Anniversary of the signing of the Nairobi Declaration on the Problem of the Proliferation of Illicit Small Arms and Light Weapons in the Great Lakes Region and the Horn of Africa

1st Pan African Small Arms Project Funded by European Union

The Regional Centre on Small Arms in the Great Lakes Region, the Horn of Africa and Bordering States (RECSA) is pleased to announce the commencement of a three year European Union (EU) funded Small Arms project entitled "The Fight against the Illicit Accumulation and Trafficking of Firearms in Africa". The Project is to be implemented on the African Continent in partnership with the African Union (AU), Regional Economic Communities (RECs), Regional Bodies with SALW mandate and Regional Police Chiefs Organizations (RPCOs).  The objective of the project is to support the fight against the proliferation of firearms and explosive materials in Africa.  The project seeks to enhance synergies amongst the implementing partners.

The Project is in line with the Africa-EU Strategic Peace and Security partnership, specifically in the fight against illicit accumulation and trafficking of firearms and explosive materials.  It seeks to strengthen relevant institutional and civil society actors, including African Regional Police Chief’s Organizations and Law Enforcement Agencies through enhanced cooperation, information exchange and implementing capacity within and among countries.

A project launch seminar was held in Nairobi on 1 March 2010. Present during the launch were representatives from the EU, AU, East African Community (EAC), Economic Community of West African States (ECOWAS), Common Market for Eastern and Southern Africa (COMESA), International Conference on the Great Lakes Region (ICGLR), Intergovernmental Authority on Development (IGAD), Central African Police Chiefs’ Committee (CAPCCO), Eastern Africa Police Chiefs Cooperation Organization (EAPCCO), Southern African Regional Police Chiefs Cooperation Organization (SARPCCO), and West African Police Chiefs Committee (WAPCCO)  and United Nations Regional Centre for Peace & Disarmament in Africa (UNREC).

The meeting reviewed the Project and agreed on a way forward.
