Regional Action Plan (RAP) on Weapons and Ammunition Management (WAM) in Disarmament, Demobilisation and Reintegration (DDR) Contexts. This vital document provides a strategic framework for Member States to enhance peace and security by integrating effective arms management into peace processes.
Background and Vision
For the past two decades, the Great Lakes Region and the Horn of Africa have been sites of devastating conflicts, worsened by the illicit circulation and proliferation of Small Arms and Light Weapons (SALW). Recognizing that WAM is a critical element of DDR, this action plan was developed following regional dialogues with RECSA Member States to create synergies and support sustainable solutions to armed conflict.
The plan’s vision is to support Member States in establishing mechanisms that effectively control the illicit proliferation of SALW while successfully disbanding armed groups and reintegrating former members into communities, contributing to a safe and secure sub-region.
Strategic Objectives
The action plan is built around five key strategic objectives to be achieved by 2030:
- Integrated Policy Frameworks: Establish cohesive national policy frameworks for WAM in DDR contexts that align with regional and international standards.
- Strengthened National Capacity: Mitigate the risk of firearms and ammunition proliferation by enhancing technical and operational capacities in WAM and Physical Security and Stockpile Management (PSSM).
- Community Violence Reduction: Reduce armed violence at the community level through tailored and integrated WAM and DDR initiatives, including Community Violence Reduction (CVR) programs.
- Knowledge and Awareness: Increase understanding among communities and stakeholders on the importance of WAM in DDR for achieving peace, security, and sustainable development through targeted outreach and education.
- Enhanced Regional Cooperation: Strengthen coordination, information sharing, and partnerships among RECSA Member States, civil society, and regional and international organizations.
Implementation and Monitoring
The plan outlines a clear framework for implementation at both the national and regional levels, involving National Commissions on SALW, DDR commissions, and security forces. Progress will be tracked through a robust monitoring and evaluation framework to ensure accountability and continuous improvement.
