Forum of Government Experts on SALW
As a lead-in to the 16th Technical Advisory Committee (TAC) and the 11th Council of Ministers (COM) meetings, RECSA will convene a Forum of Government Experts, composed of National Focal Point (NFP) Coordinators, on 10 June 2025 in Nairobi – Kenya.
This session will serve as the technical groundwork for the high-level discussions that follow. NFP Coordinators from all 15 RECSA Member States will engage in expert dialogue focused on the regional status and challenges of Small Arms and Light Weapons (SALW) control.
Convened under the broader theme:
“RECSA @ 20: Two Decades of Action on Small Arms and Light Weapons – Lessons, Challenges and the Road Ahead,”
the Forum will deliberate on the following agenda:
Implementation status of previous RECSA Council resolutions.
Regional progress on the Nairobi Protocol.
Institutional and legal frameworks supporting SALW control.
A consultative review of RECSA’s foundational agreement.
Recommendations for RECSA’s future financing mechanism.
The output from the Forum will be a comprehensive technical report containing key observations and expert recommendations. This document will be submitted for review and discussion at the 16th TAC Meeting the following day.
Attendance will include NFPs from Member States, technical representatives from national and regional SALW control institutions, and RECSA Secretariat staff.
This expert-driven Forum continues to play a pivotal role in aligning Member States on shared SALW challenges, fostering peer learning, and ensuring evidence-based decision-making at the policy level.
